NCP paper: input for the interim evaluation of Horizon 2020

This paper summarises relevant observations regarding the implementation of Horizon 2020 from the perspective of National Contact Points. As the NCP community is in close contact with all kinds of organisations we believe that we can provide valuable feedback on the perception of the Framework programme by its users.
A dedicated task force of the NCP Academy initiated the elaboration of this paper and coordinated the content with the entire European NCP community, primarily via the National NCP Coordinators and NCP project coordinators.
The paper has been submitted to the European Commission, requesting that it be taken into consideration as one cornerstone reflecting the practical implementation barriers and drawbacks programme users face.
It is hoped that the paper will help to stimulate the discussion among the involved experts.
