Meet and Exchange Workshop: Promoting synergies between ESIF and Horizon 2020

Concept & Aim

“NCPs should at least be aware of opportunities provided by related programmes (eg. COSME, ESIF), and be familiar with the relevant sources of advice in the country concerned (e.g., Managing Authorities).”

This statement from the “Minimum standards and guiding principles for setting up systems of National Contact Points” implies that the NCPs must be familiar with the ESIF funds and possibly be capable of sharing advice with regards to the principle of Synergy between Funds.

Furthermore, the European Commission and the Member States are mandated by the regulations that lay down the rules for the European Structural and Investment Funds (ESIF), Horizon 2020, and other EU programmes directly managed by the Commission in the areas of research, innovation and competitiveness, to ensure coordination, synergies and complementarities between funds.

Beyond spreading this message, what can the NCP community do to promote synergies in their national context? What initiatives have been successful? How can the NCPs best communicate with Managing Authorities and Ministries? What are the necessary steps to engage in a strategic dialogue with the relevant authorities? How can the NCP community contribute to the acculturation process between programmes?

A training organized by NCP academy in February 2016 was dedicated to the issue of synergies and was divided three parts:

  • Introduction to issues of Synergies between Horizon 2020 and ESIF in a view of smart specialization strategies
  • Models and rules
  • Synergies in practice with an emphasize on the Seal of Excellence Pilot

Building on the results of this training, and in the context of the mid-term review of Horizon 2020, the Meet & Exchange workshop was an opportunity to share best practices in setting-up a dialogue with the Managing Authorities and key regional stakeholders (Regional governments and representatives, national coordination administration of ESIF funds).

NCPs and Managing authorities with interest in the field of synergies between ESIF and Horizon 2020.
