Background and content: Personnel costs is the budget category, which most attracts the attention of beneficiaries, the Commission Services and NCPs. The aim of the event is to review remuneration practices in EU MS and the state of the art in the application of H2020 rules on personnel costs (attention is given to the RIA/IA/CSA and actual personnel costs); to find similarities and differences in such application and practices among EU MS; identify positives and negatives connected with the H2020 rules for personnel costs, that can be useful for Horizon Europe and enhance discussion and cooperation among NCPs towards Horizon Europe. In this respect, NCPs play a key role; they understand the evolution and rules of guidelines for personnel costs and what impact it had on the beneficiaries. Therefore, an exchange of such know-how would enable NCPs to gain broader perspective, learn from each other and, perhaps, find common approach.
Outcome for participants: a report serving NCPs and the Commission which identifies lessons learned in the application of rules for personnel costs in H2020 and so can contribute to finding common grounds for design of rules for personnel costs in Horizon Europe. The highlights of the M&E will be presented at the upcoming L&F NCP Meeting.
Methodology: a preparatory survey carried out among participating NCPs based on their knowledge/awareness of remuneration practice and application of rules for personnel costs; presentation of different practices to stir up a discussion; discussions on particular sub-topics.
