This paper summarises relevant observations regarding the implementation of Horizon 2020 from the perspective of National Contact Points. The paper has been submitted to the European Commission, requesting that it be taken into consideration as one cornerstone of the interim evaluation of Horizon 2020 reflecting the practical implementation barriers and drawbacks programme users face.
